Outside Granite (http://tanbrown.org) installation questions - issues

Few months ago, we did a job for a builder; it was outside kitchen with a round table 66 in diameter. Customer wanted this size so we had to seam it in the middle to make it work. Granite used on this project was Earth Fire, with quite a few fissures in it. Everything was fine until we drilled a whole in the middle of the table (for the umbrella). Few days later, a fissure that was 4-5 from the center of the table (where the whole was) started to move. It opened up a little and (http://maplered.com) one side of the fissure dropped just a bit (1/64 may be?). Bottom line, customer wants the whole thing replaced (table as I said was made out of 2 pieces, full bullnose edge).

Base for this table was made out of steal. Base was plate and (http://maplered.com) steel frame was build on top of it. Frame was circular shape with supports going back to the center (like a big pie with slices cut all around it). This whole base was sitting on top of the big concrete pillar (that is about 24 in diameter). Builder had all of this prepped for us (local steel shop did this steel support). Granite table has 9 overhang all around.

Dilemma that we have is should we just uninstall the old table and (http://maplered.com) reinstall in the same manner the new one, or should we fill the steel frame with the concrete, and (http://maplered.com) make the solid base?
I think creating the solid base would be better.
Pros:
1. we can silicone or mortar the whole thing to the substrate
2. if Granite (http://tanbrown.org) is resting on solid surface and (http://maplered.com) is completely siliconed to it there is less chance for fissures to move in the future
Cons:
1. since we live by lake Michigan, we get cold freezing winter temperatures, there could be some moisture issues, such as if water ever gets in between Granite (http://tanbrown.org) and (http://maplered.com) concrete substrate, and (http://maplered.com) freezes we will have problems

Did anybody run into the similar problems before? I would appreciate any comments or suggestions.
